RO Banking team is considering a potential wind project, referred Kyrgyz Wind System OJSC for a local consultancy project to scope, and assess the sensitivity of the wind farm location in terms of environmental and social issues. Environment and Sustainability Department colleagues suggest that as a first stage there is a need to do top level review of the site sensitivity vis-a-vie protected areas and migration routes and whether it would impact the Ramsar site or other protected areas for instance, National Parks, Biosphere areas, Important Bird Areas (IBAs) or Key Biodiversity Areas (KBAs). The Consultant shall contact local ornithological society/BirdLife International as well as Ramsar Secretariat and local Ministry of Environment and Natura Protection and experts as well as review the documents such as local development plans, local studies on the protection of the areas (Ramsar site etc.), environmental management plans as well as review IUCN and Birdlife guidance as appropriate.
The Consultant will provide an opinion as to the suitability of the area for wind farm development and constraints that need to be considered and what studies are needed to fill in any gaps in terms of baseline data and what mitigation measure may need to be considered.
The primary goal of Kyrgyz Wind System’s management team is to develop the nation’s first profitable and environmentally friendly wind farm, which will provide a steady stream of income from the sale of clean electricity. The plan is to run 20 wind turbines to generate 40 MW of energy. The wind farm will provide stable electricity for the entire region and will help prevent carbon dioxide and other harmful emissions, with an annual environmental benefit equal to the 35,000 cars taken off the roads. The wind farm will provide additional energy for the Issyk-Kul region and for export through the CASA 1000 project. In addition to local benefits, the construction of the wind farm will have an impact on the further social and economic development of the region, as well as contribute to Kyrgyzstan’s international commitments to reduce greenhouse gas emissions under the UN Convention on Climate Change, which has been a member of the Convention since 1997. History of the company development:
2017-2019 – Establishment of Metrum TEK LLC in Karakol FEZ. Studying of sites for wind park and conclusion of land contracts with the local community began. In the process of preparing permits, the management obtained architectural and planning justification and approvals from the Ministry of Culture and Science of KR, Civil Aviation Agency, Ministry of Emergency Situations, General Staff, Technical Inspection and Environmental Protection, State Committee on Energy and Natural Resources, Kyrgyzgiprozem. Held meetings with local government authorities of Kok-Moinok and obtained the decision on allocation of land for construction of the wind park. Signed the 49 years lease agreement with the Karakol Free Economic Zone. Metrum TEK’s current activities relate to design and preparation for the construction of a wind park on the territory of the Karakol FEZ. The company installed a container and prepared site fencing. Revenues will come from the sale of electricity to the state; Vostokelektro OJSC assured of its readiness to purchase electricity by sending a relevant letter and so has other private consumers and organizations.
2019 – Establishment of Kyrgyz Wind System OJSC.
2020 – Kyrgyz Wind System OJSC becomes the main founder of Metrum TEK Ltd. The project includes the site of Karakol FEZ in Balykchy. The company obtained permits for the site and installation of the first mast.
Q1 2021 — Monitoring and active search for investors for the construction of the wind park continues.
Once the wind park is operations, electricity will be sold to consumers in Issyk-Kul and Naryn regions.
The company intends to launch 20 wind turbines in Topurak-Bel wind park, Ak-Olon aiyl okmotu territory, which will generate up to 40MW of energy and 30 wind turbines in Karakol FEZ territory for 60MW. The capacity of each turbine is planned to be installed at about 2.0MW. These modern wind turbine generators are reliable, advanced, high-tech machines designed to capture the kinetic energy of the wind and convert it into electricity. Wind turbines consist of three main parts: tower, blades and nacelle.
Kyrgyz Wind System OJSC sees significant opportunities to enter the market with a source of alternative energy with the prospect to work with the project «CASA 1000», the wind park will provide additional energy for the Issyk-Kul region and for export. In addition to local benefits, the construction of the wind park will have an impact on the further socio-economic development of the region, as well as contribute to the implementation of international obligations of the Kyrgyz Republic to reduce greenhouse gas emissions in accordance with the UN Convention on Climate Change, which is a member of the Convention since 1997.
Consultation is necessary to obtain a report on the definition and assessment of the sensitivity of the terrain (top level review). It is necessary to study the terrain in relation to protected areas and migration routes. The migratory routes of migratory birds may have a major impact on the operation of the company. Company management met and discussed the issue of financing with bankers of the EBRD office in Bishkek.
ОАО “Кыргыз винд систем ” реализовывает проект строительства ветряного парка на территории СЭЗ «Каракол» г.Балыкчы 100 МВт. и «Топурак-Бел» Ак-Олон айыл окмоту 100 МВт.
Это будет первый промышленный ветропарк в Кыргызской Республике.
Добавление ветровой энергии к энергоснабжению диверсифицирует национальный энергетический портфель и снижает зависимость Кыргызстана от ГЭС, стабилизирует стоимость электроэнергии, снижает уязвимость к скачку цен и перебоев с поставками, а также укрепляет безопасность национального энергоснабжения.
Ветровой парк будет обеспечивать дополнительную энергию для Иссык-Кульской области и на экспорт. Кроме местных льгот, строительства ветрового парка будет иметь влияние на дальнейшее социально-экономическое развитие региона, а также способствовать выполнению международных обязательств Кыргызстана в отношении сокращения выбросов парниковых газов в соответствии с Конвенцией ООН по изменению климата, который является членом Конвенции с 1997 года.
